The Two Programs — How They Work Together
Program 1: VEU Air Conditioner Discount (No Income Test)
Under the Victorian Energy Upgrades (VEU) program, administered by the Essential Services Commission (ESC), when a VEU accredited provider installs an eligible reverse cycle system, the resulting energy savings generate Victorian Energy Efficiency Certificates (VEECs). Those certificates are traded and the value is applied as an upfront discount on your invoice. There is no income test and no property value cap — any Victorian property at least 2 years old qualifies. As of May 2026, the current VEEC price is approximately $89 per certificate.

Program 2: Solar Victoria Rebate + Federal STCs
When you add solar panels, two further incentives stack on top. The Solar Victoria rebate provides eligible owner-occupiers with up to $1,400 upfront. An optional interest-free loan of a further $1,400 can also be selected at application time. Plus, the federal STC scheme provides an additional $2,000–$3,000 discount on a 6.6kW Melbourne system — applied automatically by the installer with no action required from you.
