Heat Pump Hot Water in 2026: Real Costs, Cold-Weather Performance and Why Waiting Isn’t Really an Option Anymore

There’s a rule change coming that makes this less of a “should I upgrade” question and more of a “when.” From 1 March 2027, if your gas hot water system dies, Victorian regulations require it to be replaced with an electric system — a heat pump or another efficient electric alternative, not another gas unit. Nothing changes for a working system today. But once it’s due for replacement anyway, the smart move is doing it on your own terms, with the rebates that are currently available, rather than in a rush when the old unit fails on a Sunday night.

So let’s deal with the actual questions people ask before they commit: does it work in a Melbourne winter, what does it cost to run, and how do you pick the right size.

The cold-weather myth, put to rest

This one comes up constantly, and it’s outdated advice carried over from older heat pump technology. Modern units — the ones eligible for VEU rebates today — use enhanced vapour injection compressors rated to keep working efficiently down to around -15°C to -20°C ambient air temperature. A heat pump hot water system typically delivers a coefficient of performance between 3 and 4 — meaning for every unit of electricity it uses, you get 3 to 4 units of heat. Compare that to a standard electric resistance hot water system, which delivers roughly 1 unit of heat per unit of electricity, or gas storage, which loses a meaningful chunk of energy through the flue. The honest caveat: exact savings depend on household size, hot water habits, and your electricity tariff. A single-person household on a small unit won’t see the same dollar figure as a family of five replacing an undersized gas system. Ask for a running-cost estimate specific to your household during the quote, not a generic “up to 80% savings” figure.

Split system or all-in-one (integrated)?

Split systems separate the compressor/fan unit from the water tank, which is useful where you want the noisier compressor further from bedrooms or the tank location doesn’t suit an integrated unit. All-in-one units are simpler to install and usually cheaper upfront, and they’re the more common choice for a straightforward like-for-like replacement. Sizing it properly

Undersizing is the single most common mistake homeowners make trying to save a few hundred dollars upfront. Rebates: what’s currently available

The Solar Victoria Hot Water Rebate currently offers up to $1,000 (up to $1,400 for eligible Australian-made units), capped at 50% of the purchase price, provided the system being replaced is at least 3 years old and the property is owner-occupied. One change worth knowing about: the combined household income cap for this rebate tightens from $210,000 to $150,000 per year from 1 July 2026, so the timing of your application can matter.
